Hi Bobkat, The U.S. Constitution's Sixth Amendment guarantees the accused to a "speedy trial". As the judicial system can take months or even years to grind through the trial process an accused person cannot be held indefinitely while awaiting trial. The Eighth Amendment guarantees the accused reasonable bail.

So, that's probably the reason.
