Tumwater Metropolitan Park District adopts 0.33% estimated property tax levy for 2024, showcases accomplishments

Yesterday, Tumwater Metropolitan Park District (TMPD) updated its regular property tax levy for the fiscal year ending December 31, 2024, by adopting Resolution No. TMPD 2023-001.

Assistant Finance Director Shelly Carter briefed TMPD on the intricacies of the budget, saying that the city must respond every year with a resolution after the county provides the reassessed values on all existing properties.

“They assess values on any new construction and any annexations that the district may have done. And we use those estimates to value the annual property tax levy,” Carter explained.

2023 accomplished projects

Chuck Denney, Parks and Recreation Director, reported TMPD’s successful projects for this year.

Denney shared that the park district went to the voters first with a specific 20-year plan about projects, parks, staffing, and facilities.

“We said to the voters, ‘Here's what you've told us you want. If we do these things for this amount, will you agree to raise your taxes to pay for it?’ Thankfully, they said yes,” said Denney.

For 2023, Denney reported these accomplishments:

  • two park maintenance staff - irrigation and landscaping
  • one recreation staff - programs/special events/sponsorships
  • Completion of restrooms
    • Tum Hill Park
    • Barclift Park
  • Arts programming
  • Kindred Park completion and opening
  • Trails End Park master planning
  • Deferred park maintenance projects
    • Speed humps at Pioneer and Historical
    • Gazebo repairs at Historical in progress
    • LED lighting installed at Pioneer
    • Water lines to baseball fields at Pioneer
  • Community Center design
  • Community Garden development

Denney reported that TMPD’s adopted budget for 2023-2024 is $6,975,883, the beginning fund balance is $3,170,883, revenue is $3,805,000, and total resources is $6,975,883. Expenditures amounted to $2,500,000, bringing the ending fund balance to $4,475,883.

“There's no doubt that property taxes are a very important revenue source to support those ongoing maintenance and operation costs as well as new programs. We are allowed by law to increase the levy each year either by 1% or by the implicit price deflator or IPD, whichever is less,” Carter said.

    City of Tumwater loves to communicate in general terms with no clear tracking. I live in Bush Prarie…we’d like to know the actual results of this survey ….how many and what were the specific results of this survey? The results just say yes? Really! What an embarrassing sham.

    We’ve been waiting for the Metropolitin Park District (that we voted on in 2017) to build our park on 79th. Is this levy to help build the Operation and Maintenance Facility?

    Another one of those vague press releases is that our 5 neighborhood are “generally in favor” of the O&M in our neighborhood. We were in favor of the park….that our taxes have gone towards since 2017. Are they going to use the park to get the O& M built? We know of no one that wanted the O&M.

    Did the money for the Trails End Park end up at Kindred Park?

    The city of Tumwater is great at manipulation but very poor at honesty.
