Design work on Tumwater’s new operations and maintenance facility starts this month

Design work on Tumwater’s new operations and maintenance facility would begin this month after the city council authorized Mayor Debbie Sullivan on Tuesday, June 6, to sign a service provider agreement with TCF Architecture, PLLC to do the design work for the facility.

The contract is for a maximum allowable construction cost of $2.45 million.

The city’s operations and maintenance group, which provides the street and utility maintenance in Tumwater, is currently located behind city hall. City management plans to transfer the team to a new facility that would be located on the corner of 79th Avenue and Trails End Road, opposite a proposed park where a horse arena used to be.

The design phase of the project includes permitting and developing design documents for the buildings and utilities on the site. TCF Architecture would also work with at least seven sub-consultants to assist with structural engineering, civil engineering, acoustical engineering, landscaping, equipment planning, and geotechnical reporting.

Up to now, TCF Architecture had only been working on the master plan and pre-design of the facility which they got involved with in 2016. This prior phase of the project focused on the selection of the site, community engagement, and facility programming to decide what was needed for the site, how many buildings were needed, and how big they would be.

Pre-design work for the facility determined that the site would have seven buildings, each with a designated purpose. The site would have the following:

  • admin building
  • fleet maintenance building
  • enclosed shops and canopy building
  • enclosed storage building
  • fuel and vehicle wash canopy
  • material storage canopy
  • vehicle storage canopy

The main access to the facility would be from 79th Avenue. Additional parking would be eventually provided on the opposite side of Trails End Road adjacent to the planned park.

Engineering Services Manager Bill Lindauer told the city council that they wanted to keep on working with TCF Architecture as the firm already had knowledge and experience with the project.

Funding for the project would be sourced from different city funds. Two-thirds of the projects would be funded using the general government and water funds while the remainder would be sourced from the stormwater drain and sewer funds.

Lindauer estimated that the construction documents would be completed by May 2024.

    Any chance Tumwater could spare a few tax dollars to maintain its roads and fill pot holes or better yet resurface. Perhaps a few tax dollars could be used to clean up the tire marks around the poorly designed round about at Barnes and Crosby, maybe replace the leaning posts there as large vehicles, City busses etc, are having difficulty driving around it. Oh and how about clearing the weeds from the same round about. Do hope the new round abouts on Trosper are properly designed and maintained. Can't imagine how may new traffic problems they will cause, given the problems and lack of maintenance at Barnes and Crosby.

    Never mind, it is so much more important to use our tax dollars for themselves in comfortable new buildings. Public service for YOU!
