This seems like fantasyland -- "plan for and accommodate housing affordable to all economic segments of the population." And "allocate housing among the local jurisdictions".
What good does this planning and allocating do? All jurisdictions are required by state law to zone sufficient land for housing. Then builders build wherever they find it attractive. The housing market is regional. It doesn't matter which jurisdiction gets the new housing, just so there is enough of it. As we learned just a few years ago, even housing built in King County benefits us in Thurston County.
