There's a solution to this epidemic that's pretty simple to me. Mandate that any rental property being sold MUST be offered to it's occupants at market rate first, and provide state assistance to setting up tenant unions and help with financing. Take these rent-seeking landlords out of the equation entirely. Let the people living on the property actually own the property.
