Thanks for this well done article. There are other ways to obtain funding for schools and fire departments. DNR could sell the plantation forest that have younger trees. We could have an income tax and reduce sales tax. This would be a more equitable taxing system taxing those with more wealth at a higher rate than low income people. Then schools and fire departments could be fully funded by the legislature.

State trust lands provide minimal funding ( 1-6%) for the Common School Construction Fund. Chris Reykdal, Washington State Superintendent of Public Instruction said "Step one for me is to extract schools out of this question, stop letting people use school construction as an excuse to harvest...it should be about managing our forests for the best outcomes."

From: Washington has few older forests left. Why does DNR keep logging them?
