Very tragic. There certainly needs to be accountability for improper installation of gas appliances, as CO2 poisoning is always a risk. However, I'm not sure felony charges for HVAC workers is the proper solution. Did the college get a permit for this highly technical work and if so, did the city inspect? How about the liability of those who made a bad decision to turn off the annoying (but lifesaving) alarms for a gas not detectable with human senses rather than ordering an evacuation until a proper inspection could be done?
