Committee endorses contract for Thurston County’s jail and records management system

The Tumwater Public Health and Safety Committee endorsed a contract with 365Labs to provide a jail and records management system for law enforcement agencies in Thurston County. 

Police Admin Supervisor Laura Wohl explained to the committee on Tuesday, Jan. 14, that the city is working on the procurement of the contract as it is the current lead agency of a county-wide consortium formed more than 20 years ago to share costs and maintenance of a law enforcement records management system.

Keeping a unified system allows the cities and the county to easily share information as criminal activities may take place in more than one jurisdiction. 

The consortium also includes the police departments of Olympia, Lacey, Yelm and Tenino, as well as the county’s sheriff’s office.  

The contract would run for five years and cost $5.6 million in total. The consortium would only need to pay $1.45 million in the first year and around $1 million for the following years. The amount would be proportionally split between the jurisdictions depending on population. 

Wohl said Tumwater would have to pay around $305,038 with the majority of the amount going to the maintenance of the city’s current system.  

The consortium has been looking for a new contractor as its current provider has merged with another vendor, and then decided not to continue supporting the system that the county is using. 

Wohl added the current system was not designed to also be used as a jail management system. 

Other benefits of the new system are that it is highly configurable, easily accessible as it is web-based, and it has lower maintenance costs, according to Wohl. 

With the committee’s endorsement, the contract will now be forwarded to the city council for consideration as part of its consent agenda at its Jan. 21 meeting. 

The committee also endorsed an interlocal agreement with Olympia to provide the Tumwater Fire Department with maintenance and repair services.  

The committee also endorsed a second interlocal agreement to renew the city’s membership in the Thurston County Emergency Management Council, which develops county-wide emergency management plans and programs.
