The Tumwater City Council authorized Mayor Debbie Sullivan to sign a contract with Lakeside Industries Inc. for its annual pavement maintenance project on Tuesday, May 6, 2025.
The contract is valued at $4.01 million, but the council also allowed the city’s transportation and engineering director to raise the contract amount by up to 20% if needed due to the scope of the project.
Documents prepared for the meeting showed paving projects are fast-paced, and the costliest parts need to be completed within a tight window of less than two months during the summer. Granting staff the flexibility to modify the contract enables them to respond swiftly to changes and prevent delays.
Four companies bid for the project, with Lakeside Industries emerging as the lowest bidder. The firm’s bid was above the engineer’s estimate of $3.99 million.
Funding for the project comes from the city’s transportation benefit district, which authorizes the city to collect a 0.2% sales tax for the maintenance of city roads.
Joseph Norman, a Senior Engineer in Tumwater’s Transportation and Engineering department, told the Tumwater Public Works Committee at a February meeting that this year’s repairs target 16 locations, with Little Rock Road receiving the most extensive work.
The scope of the project focuses on pavement repairs, but it will also involve curb ramp replacements, crack sealing, pavement markings, utility casting repairs and storm drain maintenance.
