At half past five in the afternoon, Lacey Police Department (LPD) officers responded to the popular retail store after a Target employee reported the incident.

The Target loss prevention officer told the responding officers that a male, described to be in his 20s and wearing a black sweatshirt and camouflage pants, had attempted to steal a bicycle.

The employee saw the suspect remove the price tag and exited the store without paying to which the employee “contacted the male by the front door, and was able to retrieve the stolen bicycle.”

The employee informed the responding officers that they would be pursuing theft charges against the suspect.

The officers then requested dispatch to look for the suspect fitting the description.

Another officer saw the suspect, later identified as Justin D. Cutsinger, at a grocery store across Target's parking lot.
