Lacey seeks public input on Stormwater Strategic Plan at upcoming open house

City of Lacey residents will have an opportunity to weigh in  on an updated Stormwater Strategic Plan, a nine-year guide for flood control, water quality and capital investment. 

The Lacey Water Resources Department will host an open house on April 6 at 5:30 p.m. in the Lacey City Hall Council Chambers at 420 College St. SE. Attendees can review stormwater materials, speak with city staffers and comment on specific plan goals. 

The update provides a nine-year course for stormwater operations, maintenance and infrastructure under the city's Stormwater Management Program.  

Now in its second major revision since 2013, the plan guides stormwater operations in compliance with local, state and federal regulations, while keeping utility rates fair for consumers. It also aligns with policies in the Lacey Comprehensive Plan and the Lacey Joint Plan under the Thurston County Comprehensive Plan. 

Stormwater refers to rain or snow that flows over hard surfaces, such as roads, parking lots and rooftops. As development has expanded, the city says runoff has increased and placed heavier demands on Lacey's stormwater system. 

The updated plan establishes goals across nine program elements. Among them are eliminating flooding during 100-year storm events, meeting water quality standards for recreation and fish habitat, protecting groundwater quality and quantity, and preventing pollutants from reaching stormwater and surface waterbodies. 

Additional goals require stormwater infrastructure to function as designed and call for runoff from developed areas to mimic forested hydrology. 

The plan sets financial targets as well, requiring utility revenue to produce measurable outcomes, including regulatory compliance.

A public participation goal further asks residents to recognize how everyday choices affect stormwater, and to act to reduce runoff and protect water quality. 

Residents may also submit input through an online stormwater management survey. The Lacey Planning Commission will hold meetings on the update, with dates to be determined.
