Lacey seeks proposals for Neighborhood Grant Program

The City of Lacey is accepting applications for its 2025 Neighborhood Grant Program (LNGP), with a deadline of March 31.  

The city council has allocated $60,000 for the initiative, which offers matching grants of up to $2,500 to support projects that promote community pride, enhance city aesthetics and encourage resident involvement. 

The LNGP is available to formally recognized Homeowners Associations (HOAs) and informal neighborhood groups within Lacey’s city limits.  

Informal groups, communities without formal governance, must form a project team of at least five unrelated residents to oversee the project and complete the required documentation. 

Grant-funded projects must offer lasting public benefit, comply with city regulations and be a non-profit.  

Proposals must demonstrate broad neighborhood support and adhere to city policies, including nondiscrimination requirements.  

Projects cannot involve routine maintenance, initiatives on private property, or activities promoting commercial, political or religious organizations. 

Under the matching grant model, LNGP funds will cover up to 50% of project costs, up to a maximum of $2,500.  

Applicants must match the grant through volunteer hours, donated materials or professional services.  

Volunteer hours are valued at $31.80 per hour, based on the Independent Sector’s 2025 rates, while donated materials and services must be documented with receipts or market estimates. 

Proposed projects may focus on several categories.  

Safety initiatives, such as improved lighting or disaster preparedness, are encouraged.  

Environmental projects may include tree planting, water-wise landscaping, or stormwater improvements.  

Beautification efforts, like neighborhood art installations or playground enhancements, are also eligible.  

The program supports educational initiatives for HOA boards and community-building activities, such as National Night Out events or Little Free Libraries. 

Applications will be reviewed by a panel of city staff from Communications, Community Development and Parks Maintenance departments, and recommendations will be forwarded for final approval.  

Successful applicants must sign an agreement with the city outlining the project scope, terms and reimbursement process.
