A $5.4 million land deal has cleared the way for ground-up construction of 272 income-restricted apartment units on a 9.6-acre site in the west side of Olympia.
Known as Harbor Pines Apartments, the complex will consist of nine four-story buildings and six three-story carriage buildings, as well as a clubhouse with on-site leasing and maintenance offices
Apartment configurations will range from one to five bedrooms with exterior amenities, such as a central play area, a picnic area and a dog park, according to developer DevCo Residential Group of Bellevue.
Construction on the multifamily project, which is located at 3909 9th Ave. SW, is scheduled to begin this month with a completion date by the third quarter of 2028.
Apartment units will serve households earning between 40 percent and 70 percent of the Thurston County Area Median Income (AMI), with a property average of 60 percent AMI.
“We’re honored to bring another income-restricted community to the Greater Puget Sound region,” said Joey Launceford, Development Manager for DevCo Development, in a statement.
“As housing costs have continued to rise in Olympia over the past five years, Harbor Pines will provide individuals and families a meaningful, affordable place to call home.”
The clubhouse will also house an on-site office for nonprofit Next Chapter, which will serve as the project’s community based organization.
“Next Chapter will provide legal, vocational, and housing stability services to future residents, and is securing the WADOR Affordable Property Tax Exemption for the community,” said DevCo Residential Group in announcing the land acquisition deal and start of the project earlier this month.
The total cost of the project is pegged at roughly $113 million, according to a filing with the Washington State Housing Finance Commission, which helped finance a portion of the costs for acquisition, construction and equipping of the multifamily housing project.
DevCo’s roster of companies will oversee the project from beginning to end with DevCo Development serving as the developer and DevCo US Construction as the general contractor. HNN Communities will serve as the property manager.

DevCo was founded in 1994 and is headquartered in Bellevue. It manages over 10,000 apartments nationwide.

Once again an article on housing omits critical information.

Why does the author use AMI, which few of us understand, rather than tell us how many dollars that is? Same a city officials.)
Maybe because we might find it questionable to ask taxpayers to subsidize housing for people with household incomes of $70,000 per year? That's not exactly poor in my book.

BS numbers. $70000 annually is NOT affordable housing. I live on 15000. NO Available affordable housing anywhere.
