The City of Tumwater is seeking applications for 2021 Community Development Block Grant (CDBG) funding for eligible activities that either provide affordable housing in Tumwater or provide public services to Tumwater residents. There is approximately $1,000,000 in available funding. Examples of eligible activities are included in the application materials. Public service activities must be provided by organizations located in or serving Tumwater residents. Funding for public services is at the discretion of the City. All projects must benefit low-and-moderate-income persons.

The Community Development Block Grant (CDBG) program is funded by the federal government through the Department of Housing and Urban Development (HUD) for projects and activities that principally benefit low- and moderate-income people. The primary objective is to help develop viable urban communities through decent housing, a suitable living environment, and economic activity. CDBG funds can support a wide range of activities such as rehabilitating single-family homes and apartment buildings, building community centers and public facilities, constructing water and sewer lines, supporting economic development, and providing vital social services.

These funds are available as a result of the Thurston County CDBG Urban County partnership between the cities of Lacey, Tumwater, Tenino, and Yelm, the towns of Rainier and Bucoda and Thurston County. Using the Thurston County Consolidated Plan 2018-2022 as the guiding document, each member of the Urban County partnership establishes its own goals for funding. Three rotating annual funding rounds have been designated through Memorandums of Understanding between the cities, towns, and the County. The 2021 funding is for projects serving the City of Tumwater.

Thurston County is the lead jurisdiction for this partnership and is responsible for contracting and compliance activities related to the CDBG program.

A workshop for applicants will be held at 2:00 p.m., Wednesday, March 3, 2021. This is a remote workshop that will be held on a web-based platform. Attendance is highly recommended, but not mandatory, for potential applicants.

A Bidder's Conference will be held on Wednesday March 3, 2021 at 2:00pm via Zoom. Attendess must register for the Bidder's Conference. You will receive a Zoom link the morning of Wednesday March 3rd for the Conference.

Deadline: 12 noon | April 2, 2021 -- To be considered for funding, completed applications must be submitted electronically using Zoom Grants.
A signed hard copy of the application is not being requested at this time.
