Thurston County Soliciting Requests for Proposals for Social Services Projects

​Thurston County Public Health and Social Services (PHSS) is soliciting requests for proposals for funding projects under the Office of Housing and Homeless Prevention, the Veterans Assistance Fund, and the Treatment Sales Tax fund. Total funds available are approximately $8,497,000, according to a Thurston County press release.

The Office of Housing and Homeless Prevention funding is available from the federal HOME Investment Partnerships Act, Affordable Housing Fund, Homeless Housing Fund, State Consolidated Homeless Grant fund, State Housing and Essential Needs fund, and the Human Services Fund. The Regional Housing Council will review the applications prior to presenting to the Thurston County Board of County Commissioners. PHSS is also soliciting applications on behalf of the City of Tumwater for the federal Community Development Block Grant program.  See related story. The purpose of the combined funding is to: 

  • Create and preserve decent affordable housing 
  • Implement the county’s Five-Year Homeless Crisis Response Plan
  • Provide capital investments to improve the viability, livability, and economic stability of Thurston County communities, particularly low-and moderate-income communities

According to the press release, the Thurston County Veterans Assistance Fund provides for the relief of indigent veterans, their families, and the families of deceased indigent veterans as defined in RCW 73.08.005. The intent for this RFP is to provide emergency shelter for Thurston County homeless Veterans and their families, and to offer case management to expedite placement into permanent housing. The Veterans Advisory Board will review applications prior to presenting to the Board of County Commissioners. 

The Treatment Sales Tax (TST) is a local funding stream that works alongside federal and state funding, such as Medicaid, to meet mental health and substance use needs in Thurston County. Members of the TST Advisory Committee and subject matter experts will review the applications prior to presenting to the Board of County Commissioners. 

The overall goal for TST funding is to:

  • Improve the quality of life and access to treatment services for Thurston County residents with behavioral health needs.
  • To reduce entry into or deeper involvement in the criminal justice system for youth and adults with behavioral health needs. 

Funding Totals Include:

  • Federal HOME Investment Partnership Act totals approximately $700,000
  • Federal Community Development Block Grant total approximately $1,000,000
  • Local funding, Affordable Housing Fund totals approximately $700,000
  • Local funding, Homeless Housing Fund totals approximately $3,000,000
  • State Consolidated Homeless Grant totals approximately $800,000
  • State Housing and Essential Needs totals approximately $1,700,000
  • Human Services Fund totals approximately $272,000
  • Veterans Assistance Fund totals approximately $75,000
  • Treatment Sales Tax totals approximately $250,000 

Projects must be eligible activities as outlined in the application packet. Application materials are now available on the Thurston County Public Health and Social Services website at: https://www.co.thurston.wa.us/health/sscp/index.html. The county must receive applications no later than 12 p.m. on Friday, April 2, 2021.

PHSS will hold a remote bidder’s conference on March 3, 2021 at 2 p.m. on an online meeting platform. Applicants must register to receive the login information by contacting Nicole Boyes at nicole.boyes@co.thurston.wa.us no later than March 2, 2021, by 5 p.m.
