The Hearing Examiner shall be empowered to adopt rules for the scheduling and conduct of hearings and other procedural matters related to the duties of the Hearing Examiner’s office. Such rules may provide for cross examination of witnesses. Further, such rules shall provide for recording of the proceedings and for compliance with the State, Federal and City laws which may govern such a proceeding.
