The Lacey Parks, Culture and Recreation Board is recommending three new sub-agreements with North Thurston Public Schools (NTPS) to enhance the use and management of shared resources in the community.
These agreements, extensions of a Master Interlocal Agreement, outline the terms for marketing, bus services, and pool operations. The recommendation now moves to the Lacey City Council for final approval.
The marketing sub-agreement will allow Lacey to promote its recreation programs within NTPS facilities.
As per the agreement, the city will be permitted to hang posters, distribute rack cards, and place QR codes in schools to guide students and families to the city’s website for program registration.
NTPS will oversee and approve all materials before distribution, ensuring they align with school standards. Lacey will cover all associated costs, from production to installation.
Under the bus services sub-agreement, NTPS will provide school buses to Lacey for use on city-operated trips.
The four-year agreement, which is intended to span from September 2024 to August 2028, details a compensation rate of $1.55 per mile, with additional costs covered by Lacey for repairs and maintenance during their use.
The city is also responsible for ensuring that all drivers meet state qualifications for operating school buses and for maintaining the necessary insurance coverage during the contract term.
The pool operation sub-agreement grants Lacey the right to manage community access to the swimming pools at Timberline High School, North Thurston High School, and River Ridge High School.
The city will pay NTPS up to $100,000 annually for the use of these facilities, with payments made quarterly. The agreement also allows NTPS to use the pools at no charge during school hours and designated swim seasons.
Additionally, Lacey is responsible for setting user fees and scheduling community use, with the goal of covering all operational costs.
The Lacey Parks, Culture, and Recreation Board unanimously recommended the three sub-agreements to the city council.
