Commenting on resolution declaring racism a crisis in Thurston County

Dear Commissioners Edwards, Mejia, and Menser,

Thank you for your resolution declaring racism a crisis in Thurston County. We want to highlight one issue that needs immediate attention. Last spring, Justice not Jails looked into racial disparity in the criminal justice system. Here's what we found.

  • The countywide arrest rate in 2018 for Black or African Americans was three times higher than their proportion of the County's population
  • The countywide arrest rate in 2018 for Non-Hispanic American Indian and Alaska Natives was three times higher than their proportion in the County's population
  • The County jail population of Black or African Americans last June was five times higher than their proportion of the County's population
  • The County jail population of Non-Hispanic American Indian and Alaska Natives last June was four times higher than their proportion in the County's population
  • The 2018 countywide arrest rate and June 2020 jail population of Hispanics were somewhat higher than their proportion in the County's population

We brought our findings to the County's Law and Justice Council and to the Innovative Justice Working Group in which many County and city justice officials participate. Some responded that analyzing this data was complicated and wondered if our findings were valid. We followed up with County staff and found that not only is analyzing the data complicated, but the County has no system to track overall justice system performance on race, income, or any other measures of success.

We're grateful that you are creating a criminal justice coordinator position and grateful that some departments are creating new shared data systems. However, the above findings point to racial disparity in our justice system right now. Please direct the Sheriff, Prosecuting Attorney, Public Defender, Pretrial Services, and Courts to report on whether racial bias affects their operations and, if so, the steps they are taking to address it. Please also direct them to create a system to track and report overall justice system performance on racial and income equity, recidivism and other key measures of success.

    Agreed! Thank you! It would also be nice as people fall over themselves to condemn racism (it should always have been condemned! ) now that they basically have to, if our elected officials would come out and directly say it's not o.k. to discriminate against people for being poor or in deep poverty. The most vulnerable people in our state and all across the country are being treated in ways that would usually not be considered acceptable but we all look the other way when it's a homeless person being picked on in horrible ways.

    Just out of curiosity, what was the county's arrest rate for Caucasians compared to their proportion of county population.

    Take care you don't overdo the word "racist". Clark Gable's "Frankly, my dear, I don't give a damn." was scandalous in 1939's GONE WITH THE WIND. Who gives a damn now? In my lifetime, the F-word has lost it's shock value. If you overuse "racist", the response from target of the tag will be "So?".
