The picture at the top of this article is a picture of the Olympia planning commission, not the Lacey City Council. Also, the sentence above, "Council members who voted nay explained that it was difficult not being allowed to talk with the public during the permitting process due to the Appearance of Fairness doctrine, which limits them from making one-sided contact with any of the parties involved in the process..." should read, "Council members who voted YAY..." Those who voted yes were trying to change the process to allow councilmembers to engage directly with residents. The motion failed, so the prohibition on ex parte communication and the Appearance of Fairness doctrine continue to be in effect for future quasi-judicial proceedings.
